FLOPRES Early Warning System โ€“ Technical Documentation

1. Introduction

The FLOPRES Early Warning Application is a web-based tool designed to enhance preparedness and response to flash floods in pilot catchments across Poland and Slovakia. It combines real-time IoT sensor data, hydrological models, and meteorological forecasts in one unified platform.

The application is available at apps.flopres.eu and is currently offered in English, Slovak, and Polish.

2. Application Interface Overview

The main interface consists of an interactive map displaying monitored rivers and sensor locations. The top menu includes buttons for Current situation short-term forecast and Long-term forecast. Additional buttons (Notyfications, Manual, About, Contact) provide access to documentation, project information, and contact forms.

The left panel displays ongoing ๐Ÿ”ด alarms and ๐ŸŸ  warnings. The timestamp of the last update is visible in the top-left corner; data can be refreshed manually by pressing F5.

3. Sensor Icons and Indicators

The system uses clear, intuitive symbols to represent the state of each monitoring point:

  • ๐ŸŸค Brown icons โ€“ real IoT sensors deployed in the field;
  • โšช Gray icons โ€“ virtual sensors representing hydrological model outputs.

Each icon displays three elements: the sensor type, the current water level, and the trend indicator (โ†‘ rising, โ†“ falling, โ€“ stable).

The triangle color indicates status: ๐ŸŸข green โ€“ normal, ๐ŸŸ  orange โ€“ warning, ๐Ÿ”ด red โ€“ alarm. If a sensor is inactive or undergoing maintenance, a wrench icon appears (instead the standard IoT sensor icon).

4. Short-term Forecast Mode

This mode displays current readings and radar-based forecasts for the next few hours. Forecast lead times vary:

  • Bibiczanka โ€“ 2h
  • Garliczka โ€“ 4h
  • Roztoczanka โ€“ 1.5h
  • Sibska Voda โ€“ 2.5h
  • Ladomirka โ€“ 4h
  • Mala Svinka โ€“ 3.5h

When hovering over a sensor, an information card is displayed containing: sensor location details, sensor measurement, and model forecast.

Clicking a sensor icon opens a right-side panel showing detailed measurements, thresholds, and a graph button. The graph window can be expanded or hidden by clicking Show Water Level Trend.

5. Long-term Forecast Mode

The long-term mode provides a three-day hydrological forecast (Today, Tomorrow, Day after Tomorrow), highlighting areas where thresholds are expected to be exceeded.

In the top right corner, there is the address search bar, map legend, basemap selector, and measurement tool.


Simulated flooded zones, critical infrastructure and threatened buildings are visualized:

  • โ€“ critical facilities (schools, industries);
  • โ€“ flooded buildings;
  • โ€“ affected roads or railways.
  • โ€“ affected roads or railways.

6. Graphs and Cross-sections

Users can visualize data using two display modes:

  • Sensor measured and predicted data โ€“ real measurements (light blue) and forecasts (dark blue); thresholds shown as dashed lines.
  • Cross Profile Chart โ€“ displays terrain across the river, showing water level and alarm lines.

Thresholds are labeled with values in meters above sea level. The chart view can be adjusted using sliders to change the visible time range.

7. Alerts and Notifications

When water levels exceed thresholds, notifications appear automatically in the left-hand panel. Alerts are color-coded and refreshed in real time.

For testing, notifications can be simulated via https://muses.esprit-bs.sk/viewerapi/ by selecting Poland Fake Measurements. After restarting (F5), sample notifications reappear.

8. Technical Details

The FLOPRES system operates in a cloud environment and uses GeoServer for spatial data visualization. Data from IoT sensors are processed automatically and visualized in near real-time. Archived data are managed through automatic deletion after a defined retention period.

Future development will include improved data accuracy, automatic synchronization, and additional visualization layers (rainfall, soil moisture, temperature).
